(RSVG_LIBS, RSVG_CFLAGS): New variables.
(ALL_CFLAGS): Use ${RSVG_CFLAGS} instead of @RSVG_CFLAGS@.
(LIBX): Remove @RSVG_LIBS@.
(LIBES): Add $(RSVG_LIBS).
